During general system cleanup and maintenance (-Qk/-Qdt, refreshing package groups, cleaning untracked/orphaned files and directories, checking users/groups/permissions, etc) I also searched for empty 'meta' packages (for PKG in $(pacman -Sql core extra community); do if [ -z "$(pkgfile -ql $PKG)" ]; then echo $PKG; fi; done) and I think that at least xorg-utils, xorg-server-utils and xorg-xkb-utils could be deleted from the repo.

I could file a bug against gtk-recordmydesktop in community to correct the lone xorg-utils dependency (qt-recordmydesktop has xorg-xwininfo).
There's also xorg-font-utils, but with over 50 font packages depending on it that would be asking a bit much.

I'm fine with removing xorg-utils, xorg-server-utils and xorg-xkb-utils after fixing gtk-recordmydesktop.

Keeping would also be fine as these package don't require much work. But they are used pretty widely in our wiki. This would need further fixing of a few wiki pages.

Jan, do you see anything holding back their removal?

Most if not all the actual metapackages that contain nothing could be fine being replaced by groups containing they elements or being they oun group (fonts-meta group containing all the fonts so packages need a font just can point to that group).
The only drawback so far is pacman unable to track groups but how often a new package is added to a group?
