I was converting a bunch of AUR packages from the old AUR to the new one as the previous maintainers didn't do it, when I got stuck on two packages:

* geolite2-city
* geolite2-country

Attempting to push those packages fails and is rejected by the remote server:

remote: error: cannot overwrite package: geolite2-city
remote: error: hook declined to update refs/heads/master
To ssh+git://aur@aur.archlinux.org/geolite2-city
! [remote rejected] master -> master (hook declined)

However, there's no maintainer listed on the AUR page and its repository is empty (like every other packages I had been pushing): https://aur.archlinux.org/packages/geolite2-city/
This task depends upon

Weird. There is no geolite2-city package indeed. Does this still occur?

It seems to be working now. I guess that now that the previous split-package "geolite2" is gone now it's fine. I've successfully pushed both packages so I'll close this. Thanks!
