Description:
New mirror running based out of Sofia, Bulgaria.
Have bandwidth for Tier 1, but would like to stay at Tier 2 until it has been running stable for a while.

I used mirror.pkgbuild.com/packages/ for rsync. Is it OK?

That mirror is not publicly listed because it's not intended to be used widely. Please use one of the mirrors listed here and be sure to check that the "Tier" column says "Tier 1": https://www.archlinux.org/mirrors/
