Running makepasswd I get:

Can't locate Bytes/Random/Secure.pm in @INC (you may need to install the Bytes::Random::Secure module) (@INC contains: /usr/lib/perl5/site_perl /usr/share/perl5/site_perl /usr/lib/perl5/vendor_perl /usr/share/perl5/vendor_perl /usr/lib/perl5/core_perl /usr/share/perl5/core_perl .) at /usr/bin/makepasswd line 23.
BEGIN failed--compilation aborted at /usr/bin/makepasswd line 23.

After preparing the two missing packages (perl-bytes-random-secure and perl-crypt-random-seed), I re-evaluated the interest of keeping makepasswd inside our repo. pwgen do the same job and faster.

Sp, Christian, are you interested by taking maintainership of makepasswd? In that case I fix the bug and I let you take over.
Otherwise, I drop makepasswd.

makepasswd always was the first to match my command completion. But I am fine with dropping it.

Did not know about pwgen, that one is really nice! Another alternative is mkpasswd from expect.
