MATE Netbook — This applet will automatically maximize all windows and provides an application switcher applet.
1-2 months later it worked. For maximized windows the title bar was removed.
One unlucky day it didn't work. I waited that mate-netbook will been fixed but it not happen.
P.S. How can I get "much more info"? Journalctl shows nothing about mate-netbook.

Sorry, but I changed metacity-theme-1.xml and forget about mate-netbook long time ago.
$ gsettings set org.mate.maximus undecorate true
I'm closing this task, as I can't reproduce the issue.
