$ pkg-config --cflags --libs Qt5UiTools
Package Qt5UiPlugin was not found in the pkg-config search path.
Perhaps you should add the directory containing `Qt5UiPlugin.pc'
to the PKG_CONFIG_PATH environment variable
Package 'Qt5UiPlugin', required by 'Qt5UiTools', not found

Looking at /usr/lib/pkgconfig/Qt5UiTools.pc it contains "Requires: Qt5Core Qt5Gui Qt5Widgets Qt5UiPlugin" but qt5-tools does not contain any Qt5UiPlugin.pc file.

Looks like an upstream issue for me. Did you report it upstream?

I could not see any changes that would have caused this problem in the upstream repo so I assumed it was a packaging issue. But to be honest, I am not sure exactly how the pc file is generated.
