Why is mumble being compiled with "no-speechd", what is the reason for that?

I want to use mumble's inbuilt text-to-speech functionality, but this is not possible as of now.

What is the reason for that?

Last time I had that in, mumble hard-depended on it, so I couldn't make it an optdep. If that changed, I will bake it with speechd again. Can you confirm?

Afaik it will work as an optdepend. TTS just won't work when not having speech-dispatcher installed. So removing the "no-speechd" flag and setting speech-dispatcher as optdepend should imho work.

I tested it and it directly links to libspeechd.so so it can't be an optdep. However, I decided to put it in as a hard dep because it's sharing some deps with mumble already and I feel like our mumble users aren't going to mind.
