Not according to their homepage: "therefore the environment, which consists of the language, user interfaces, and libraries, is under the GPL"

This might need a closer look at exactly what is packaged and what license it specifically includes.

Well, the license of Julia itself is MIT, whether or not the libraries it links against is GPL.
