Description:

When booting with systemd 220 on initramfs, the udev hook triggers the following assertion:

Assertion 'manager->pid == getpid()' failed at src/udev/udevd.c:568, function event_queue_insert(). Aborting.

Then it falls back to a recovery shell, which is pretty much dead, and doesn't let me type anything. The same thing happens with current master, with a slightly different error message.

Steps to reproduce:

Boot with systemd 220 on the initramfs.
