Is this something being used by software in the Arch repos? The common licenses package is generally for licenses that are needed by more than one package in the repos.

See https://wiki.archlinux.org/index.php/Arch_packaging_standards#Licenses , third point.

Looking at it, it appears that this license file will include the person/company name, making it similar to BSD or MIT and unable to be included in the licenses package.
