According to http://www.freedesktop.org/software/systemd/man/systemd.exec.html
I think it should be:
RuntimeDirectory=vmblock-fuse
instead of:
RuntimeDirectory=/run/vmblock-fuse
in vmware-vmblock-fuse.service
