Details

Description: The proc fan increase every 4-5 seconds from 300rpm to 4500rpm and decrease, just when proc temperature is more than 40 °C.

Firstly you did not tell us which kernel version you are having this issue or what your hardware you are using or architecture is. I am hoping that this issue has been fixed in newer kernel versions.
