There is a known bug/feature of Xorg that it cannot do "on release" variant of alt+shift keyboard and breaks other shortcuts. Instead of this I have used to use Win+space to do layout switch. This works well in Gnome, but unfortunately in XFCE and Cinnamon this works in one direction only.

To be more specific:
1. Set up two keyboard layouts - English and Czech
2. Select Win+space as switching keyboard in XFCE settings
3. Press the shortcut
4. It correctly switches from English to Czech
5. Press the shortcut again
6. Nothing happes!!
