Power Managment configuration module could note be loaded.
Activity Settings is damaged and not working.

please run systemsettings with LANG=C so that messages are in English

Listing is reported in LANG=C. Global values in "" are from lang pack and are not global.

Looks like there's some issue with your kactivities database. Can you try renaming (or removing, if you don't mind losing your activities) .local/share/kactivitymanagerd/ ?

After renaming this directory and reboot all is FINE.
