This is not needed for normal wireless LAN usage and is only for testing.

Why should we enable this?
This is for developers who can compile the kernel.

Arch Linux mostly used by developers and mac80211_hwsim module my be needed by many users. Even lts kernel in arch linux updates frequently. And it is become very painful to download each time new kernel for only 24K of this module. I didn't succeed to build it from git with correct signature. This module costs very little for support and it is enabled by default even by canonical.

This is not only useful for testing the mac80211 framework which is kernel development (no need to add this module for those users), but when developing userspace tools against the mac80211 framework it's nice to have this driver.

I don't think this driver is "needed by many users", but it's a module that doesn't affect anything else so it's not a problem to enable this driver.
