Linphone 3.8 won't build with belle-sip < 1.3.1. I looked at the download link and the source code for 1.3.1 isn't offered. However, cloning from the belle-sip git repository indicates that there is belle-sip 1.3.3 (9/18/2014) and 1.4.0 (3/11/2015). I've attached the "NEWS" text file from the belle-sip git. Steps to reproduce: Try to build linphone 3.8 and it will fail since belle-sip version # < 1.3.1.

Additional comments about closing: Linphone 3.8.0 isn't in the repos. If you installing outside the repos, that's your responsibility.
