The true PA app steream names `kded5: audio stream`, and appears into kmix only when any of system sound are playing.

The persistent `System sounds/System events/Звуки уведомлений` app stream into kmix do nothing.

Work around:
trigger some system sound and while it is playing, quickly adjust app stream into kmix.

Also, the master channel began to maximize itself spontaneously.

Also, workaround that described above not works for kmail notification. It is very nice when notification arrives on maximal level to headphones. I catch this moment and reduce level, but it returns to the previous - maximal.

I have reported this problem upstream: https://bugs.kde.org/show_bug.cgi?id=346246

Closing as the kmix branch that we ship is no longer developed so this won't be fixed. 17.12 will come with a new rewritten KF5 kmix, if this is still valid then follow up on the upstream report.
