Steps to reproduce:

# pacman -S electrum
$ electrum
Traceback (most recent call last):

Works fine here. Most likely there is something on your system overriding the default install. What do you get when you run:
python2
import electrum
print electrum.__file__

you are correct. I've just installed it again in a fresh arch VM and it works properly.
