That can't be done here, as this package can't modify files from another package. The maintainer of the geoclue2 package has already said they are not interested in adding any programs not included by upstream.

So there's nothing to do here. You can either try to get geoclue upstream to include it in the default config or you can add the info to the wiki.

A Package can add things to other files, via .install script. Else you could add a information while installing that the user need to add this permission to the geoclue.conf.

Now you install it and find it just not working...

So you find out it's not working, go to the wiki, where it already tells you how to add a location.
