Summary and Info:
sorry for my poor english...
while upgrading package "kdebase-workspace",pacman is supposed to save the new "kdmrc" (a file in "backup" in .PKGINFO of this package) as "kdmrc.pacnew" for the file changed by user.actually pacman did(saved the new file as pacnew),but it said:
"警告：/usr/share/config/kdm/kdmrc 已被安装为 /usr/share/config/kdm/kdmrc.pacorig"
this means:
"Warning：/usr/share/config/kdm/kdmrc is installed as /usr/share/config/kdm/kdmrc.pacorig"

then i set LANG=en_US.UTF-8,then pacman report it as pacnew correctly.

older version of pacman did have this issue..

Steps to Reproduce:
upgrade kdebase-workspace after modify /usr/share/config/kdm/kdmrc. maybe any upgrading causing pacman to generate a pacnew file will reproduce.
