I believe /usr/share/sip/PyQt4 is a better path for installing SIP modules of PyQt4 than /usr/share/sip. This path was used before transition from configure.py to configure-ng.py. Also, python2-pyqt5 package uses /usr/share/sip/PyQt5 directory for that purpose. And it is a good default because the new SIP build system doesn't allow to discover the location of these files reliably. I'm not sure what package you're filing a bug against...

My fault. The package python2-pyqt4 (and python-pyqt4 too).

Ah, I was confused because I looked at python-pyqt4, which already uses /usr/share/sip/PyQt4. I see that python2-pyqt4 doesn't.
