We already have kdebase-runtime in optdepends. Should this be replaced with kde-cli-tools?

xdg-open uses kde-open or kde-open5 depending on the KDE_SESSION_VERSION env variable, which is set to 4 in kdebase-workspace and 5 in Plasma 5. So until we drop kdebase-workspace (which I guess won't happen for a while) we should keep both optdepends: kdebase-runtime for KDE4 and kde-cli-tools for Plasma 5.
