Details

OSS modules load and function correctly. However there is now no way to pass arguments required for some programs to have sound work.

For example the fix for quake3 is..

echo "quake3.x86 0 0 direct" > /proc/asound/card0/pcm0p/oss
echo "quake3.x86 0 0 disable" > /proc/asound/card0/pcm0c/oss

This fix can no longer work.

not an udev issue, udev never creates stuff in /proc

why you need this hack?

These files exist on my system with latest kernel and udev (I use testing).

It seems you are right about udev, kernel26-2.6.16.1-5 is what removes these things, downgrading this worked.
Pretty much everybody who runs quake3 engine games uses this hack to either get sound to work or to allow more than one application or to allow microphone input via OSS at the same time.

CONFIG_SND_VERBOSE_PROCFS=y
was removed from the kernel config, i havn't tested it yet but this could be it.

Hmm, I forgot I had kernel26 and ati-drivers on hold on the box I tested with earlier today...

Yep, that kernel option fixed it.

P.S.
Sorry about the incorrect package naming. I guess I should have looked a bit harder before I filed the bug.
