Description:
I've just upgraded kwrite package to version 5.0.0 (Arch package version 14.12.1-3). The encoding combobox is not exist in save dialog of Kwrite. It is a huge feature drop when working non-ASCII languages.

Additional info:
I'm uploading screenshots of both versions, look at bottom of dialogs in Kwrite 4.14 there are 3 combo boxes, on the other hand in Kwrite 5.0.0 there are 2. It is not possible to change encoding.

Steps to reproduce:
Upgrade to new version of Kwrite or Kate
Open a Save As.. dialog
