It's been only four years, but finally it is in. Kernel 3.18 has this KConfig:

CONFIG_MESSAGE_LOGLEVEL_DEFAULT=4

hidden in Kernel hacking/printk and dmesg options.

So, I guess this can be a bug to point people to when the ask the same thing, if you care to elaborate. Traces of the original decision are very hard to find.
