Reason for closing:  Not a bug
Additional comments about closing:  See comment. We don't link other package so the upstream bug tracker, why should we with pacman?

I disagree. All packaging bugs for Core and Extra packages, including pacman, should go in the Arch Linux project. Problems with pacman itself go to the Pacman project, just like other upstream problems to to their respective upstream bug trackers.
