Description:
Unlike the official packages for rust, the arch package does not contain cargo.
Please include it to conform with rust installations elsewhere.

Cargo isn't provided in the source tarball and it isn't installed by the Makefile. It also doesn't have a release tag that corresponds to something compatible with 1.0.0. It only has an out-of-date 0.0.1 tag that's not going to build. If you want nightlies, use the cargo-git and rust-git packages provided on pkgbuild.com:

Cargo now tagged release 0.3.0 which should build with rust 1.1, so could you please add a cargo package?

It's still not part of the same sources, so it would be a separate package. The bug tracker isn't the place to request new packages. You're not asking for a feature in the rust package, which *would* belong on this tracker.
