Description:

ftp://ftp.kernel.org seems to be currently down (at 2014-12-26 12:30). Because util-linux package uses this location to download its source package, it is impossible to rebuild this package from source. As https://www.kernel.org/pub/linux/utils/util-linux/v2.25/ is up, could you please switch to https://www.kernel.org/ instead? Moreover this location is already used by git and cryptsetup packages.

Additional info:
* util-linux uses ftp://ftp.kernel.org/ ( https://projects.archlinux.org/svntogit/packages.git/tree/trunk/PKGBUILD?h=packages/util-linux&id=1881a04e0e8b34c37b8aee3f99cb44fabf134a92#n16 )
* git uses https://www.kernel.org/pub/ ( https://projects.archlinux.org/svntogit/packages.git/tree/trunk/PKGBUILD?h=packages/git&id=9fe6b1b46aa82e855687c7148c8d7380d2170e45#n26
* cryptsetup too ( https://projects.archlinux.org/svntogit/packages.git/tree/trunk/PKGBUILD?h=packages/cryptsetup&id=861d69b4c86a2c79b5a2549c0d16a8515bb57d48#n14 )

And it's back. Such is life on the internet. Do you have uptime reports of ftp vs. http? I don't think popularity is any compelling reason to switch.

Hum. Seems to be an issue with my ISP :( Here is what is working on my computer (in France):

* "lftp ftp://ftp.gnu.org/gnu/" works well, so FTP is not blacklisted by my ISP.
* ssh into a server located in Germany and "lftp ftp://ftp.kernel.org/pub" works (I get the directory listing).
* "curl https://www.kernel.org/pub/" works and displays the expected content.

Here is what is not working:

* "lftp ftp://ftp.kernel.org/pub" displays "cd `ftp://ftp.kernel.org/pub' [Connecting...]" and never gets a connection. Wireshark shows several TCP SYN packets but no SYN+ACK.
* ssh into a server located in France (hosted by OVH) and "lftp ftp://ftp.kernel.org/pub" does the same thing.
* "traceroute --tcp --port=21 ftp.kernel.org" from the OVH server displays stars past the destination server (because no TCP SYN+ACK is received):

traceroute to ftp.kernel.org (149.20.4.69), 30 hops max, 60 byte packets
1 rbx1-3b-a9.fr.eu (91.121.119.253) 3.596 ms 5.847 ms 5.810 ms
2 rbx-g2-a9.fr.eu (37.187.231.97) 0.872 ms rbx-g2-a9.fr.eu (37.187.231.107) 1.094 ms 1.128 ms
3 * * *
4 * * *
5 198.27.73.250 (198.27.73.250) 93.503 ms * *
6 chi-ibx.r1.ord1.isc.org (206.223.119.2) 97.929 ms 97.569 ms 97.413 ms
7 int-0-0-0-8.r1.pao1.isc.org (149.20.65.157) 143.896 ms 143.656 ms 144.044 ms
8 pub2.kernel.org (149.20.4.69) 147.297 ms 147.286 ms 147.224 ms
9 * * *
10 * * *

* ... but the same traceroute command with "--port=80" or "--port=443" are working as expected.

There is clearly something wrong with the network between my computer and the hosts serving ftp://ftp.kernel.org, and maybe a filtering issue on ftp.kernel.org' side. Do you know where I can find more information about this and who I could contact to solve this networking issue?

Meh. I'd rather not fight ISPs and FTP. https it is!
