FS#42925 - Refresh rate low, eyes hurt

After recent updates I see two things changed: plymouth is
darker. Yeah I know it sounds silly, but it is, it's not the
theme, I can see it switching from brighter to slightly
darker (around 5% brightness difference). Second, I started
to see the screen refresh rate. It's a fairly recent
notebook (Lenovo X1 Carbon) and I haven't seen this until
some recent updates. The Display settings are still the
same: 60 Hz refresh rate. Please help, I'm really getting
tired. It's especially visible when looking at big empty
dark (grayish) windows (yes, the terminal). I dunno whether
the plymouth thing is related, but I need to solve the
flickr, I just thought it might be related. Thank you

What was updated? Is this only in X, or does it happen at a tty?
Plymouth is unsupported, so disable that for testing.
Ping? I need something here.
I can't tell exactly, but I think it's in tty too. I disabled
plymouth. The reason it got darker is that it restored the
brightness level.
I apologize, this kind of fell through the cracks when I couldn't
figure out where to assign it. Is it still happening? Did you make
any progress in figuring out where the problem lies?
