Description:
Skype depends on pavucontrol as audio control. The gnome control center sets the microphone level in a different way than pavucontrol. So if pavucontrol was never installed it's possible to see microphone activity in the control center but still have no audio picked up by skype.

Steps to reproduce:
- Install skype on a system that never had pavucontrol installed
- Check that the mic works in gnome-control-center
- Make a test call in skype
=> Hear nothing

No, pavucontrol is just a GUI application, it shouldn't be a dependency of Skype. You can set the volume level of each application on the Applications tab in 'gnome-control-center sound'.

The per-application volume control in the control center only controls the output, which was never a problem. I needed to install pavucontrol in order to be able to unmute the microphone a second time. It was already unmuted in the control center. Only then skype would capture any audio.

My point is also that skype explicitly tries to call pavucontrol when you click the "open volume control" button in skype's audio devices menu. So without pavucontrol installed nothing will happen.

I'd make it a hard dependency until gnome-control-center is able to set the mic gain in the same way pavucontrol does. As I said, if pavucontrol was never used on the system you can change the mic volume in gnome-control-center all you want, you won't be able to talk through skype.
