When a file is in NoExtract, it should not feature in the installed package metadata at all. (it will still be in the .MTREE file).

This would mean it would not be listed by "pacman -Ql". Multiple packages with a conflict NoExtract file could be installed alongside each other. ...

Also the files continue to be included in the -Qi "installed size" information.

That's only true if the packages don't also conflict=(). Which is likely.
