Details

With 217 support for the userspace console daemon systemd-consoled was added.
This requires the --enable-terminal build flag.

systemd-consoled is experimental right now, but should not impact stability if it's not used.

1) It is no longer considered experimental

2) In #44870 there was a concern regarding additional dependencies, but systemd already has an optional dependency on libmicrohttpd (from community).

As far as I understand it is no longer considered experimental... because it was dropped entirely:
