Can you be more specific? It doesn't seem wrong to me, since a number of binaries in the package are linked to libbluetooth.so.3.

1. I don't see an obvious connection between a GPS daemon and bluetooth.
2. It is not mentioned in the build documentation (build.txt)
3. It builds fine without it.

OTOH:

It does get checked for by the build system: Checking for bluez... no
Apparently it does have some bluetooth connectivity feature: http://www.catb.org/gpsd/bt.html

So I request that this dependency is made optional.

It doesn't work that way. If the binaries are built with bluetooth support and linked to libbluetooth.so.3, it is required. It's optional at build time, not at run time.
