Description: Enable zsync support on repositories. This
would add another way to download files and might be
beneficial to users with low speed, monthly-limited data
usage or mobile data internet connections.

Reason for closing: Won't fix
Additional comments about closing: pacman doesn't support this, and mirrors should not be using cellular connections. Any mirror who wanted to could of course support whatever protocol they wish, but there seems to be no reason to add this as part of our infrastructure.

We have support for delta packages, how much different would this
be? Note that a high update rate kinda defeats using Arch on a
slow connection.
