Description:
I think this should be updated since we are already using /usr/bin/nologin for basic system accounts in the filesystem package.

In dnsmasq.install:

useradd -r -d / -c 'dnsmasq daemon' -s /sbin/nologin dnsmasq

=>

useradd -r -d / -c 'dnsmasq daemon' -s /usr/bin/nologin dnsmasq
