This sounds like an upstream issue. Could you please report it to Oracle and/or IcedTea please?

Are you sure? Oracle has independent timezone update (it can be downloaded). Here http://www.oracle.com/technetwork/java/javase/tzdata-versions-138805.html is a table, wich shows, thais TZ update for MSK is steel not introduced in any JRE version (so can be downloaded and installed). Debian users can install package for TZ java update https://packages.debian.org/sid/tzdata-java, Ubuntu users also http://packages.ubuntu.com/lucid/tzdata-java.

May be Arch needs it too?

+1. I am working on a tzdata-java part of package tzdata but will need a way to check it solves this issue.

@darkgin: how can we reproduce the issue?

Can you please test the following package and report here if it solves your issue.

@darkgin: any feedback on this package? I have hard time testing it.

FYI, this doesn't work on Oracle JDK 7u72 and 8u25.
The latest Oracle JDKs as can be found in AUR (7u76 and 8u31) are unsuitable for testing this because they have the latest tzdata (2014j) out of the box.

Edit: "this" being Guillaume's package.
