$ bsdtar tvf /pkg/bin/systemd-216-3-x86_64.pkg.tar.xz | grep -E '/reboot|ctrl-alt'
-rw-r--r-- 0 root root 493 Sep 1 13:41 usr/lib/systemd/system/reboot.target
lrwxrwxrwx 0 root root 0 Sep 1 13:41 usr/lib/systemd/system/ctrl-alt-del.target -> reboot.target
This is no packaging bug. The code says symlinks are followed, so on a normal system, ctrl-alt-del.target has permissions of 644 (that of reboot.target).
