Summary and Info:

In trying to run the Puppet Master service via "systemctl start puppetmaster" (from the package "puppet"), this error appears:

Failed to start puppetmaster.service: The name org.freedesktop.PolicyKit1 was not provided by any .service files

After installing "polkit", this dependency is resolved and the Puppet Master service starts normally from the command above.

Steps to Reproduce:
1. Install "puppet".
2. Ensure that "polkit" is not installed.
3. Attempt to start the Puppet Master service via "systemctl start puppetmaster".
4. Observe the message "Failed to start puppetmaster.service: The name org.freedesktop.PolicyKit1 was not provided by any .service files".
5. Install "polkit".
6. Observe that the error on step 4 does not appear and the "puppetmaster" service starts correctly.

Marking this as high severity as an upgrade to "puppet" could break Puppet Master services, and due to the nature of Puppet, could also break systems that then could not connect to the Puppet Master. Feel free to change the severity as you see fit.

I assume you are using version 3.7.1-1.

I am running the puppet master service without polkit installed.

Do you get the same error when running "puppet master --no-daemonize" without polkit installed?

How strange: in checking my box now, "systemctl start puppetmaster" works fine without polkit installed, too.
I'm not sure how this happened. If I can reproduce it again, I will follow-up with more information in this ticket.
