bluez-libs is not a runtime dependency of the Brltty package, only a build time dependency.
However, without this package, Brltty fails to start.

What is the error message you get? I cannot reproduce the problem, but on the other hand I don't know brltty well and have no actual hardware to test it.

brltty: error while loading shared libraries: libbluetooth.so.3: cannot open shared object file: No such file or directory

I'm not using Bluetooth hardware, so you should be able to reproduce this error.

I just tested this on a clean box and after installing bluez-libs the program works as expected. After uninstalling bluez-libs the error returns.
