Description:

I recently found that in ansi-term, I cannot change to a directory which has Chinese character in it.

Steps to reproduce:
1. start Emacs: emacs -Q -nw
2. open ansi-term: M-x ansi-term
3. run the following
cd /tmp
mkdir 一
cd 一
4. then an error is shown in minibuffer:
error in process filter: No such directory found via CDPATH environment variable

If I use zsh instead of bash, there's no such problem, and downgrading bash didn't solve the problem.
