Description:
The udev rule that is provided with the gpsd package makes reference to the service `gpsdctl.service`.
This file is not in the package.

I've found a commit log here that mentions this change (hotplug to gpsdctl service): https://lists.fedoraproject.org/pipermail/scm-commits/Week-of-Mon-20140217/1195057.html

Steps to reproduce:
- install gpsd
- make sure the service is enabled
- make sure udev is functional
- plug a USB GPS receiver in
- look at the output of `systemctl -a | grep gps`
