When starting VLC a dialogue box with the following message appears:

Cannot set locale to ''.


From a terminal session the following output is observed:

(process:7500): Gdk-WARNING **: locale not supported by C library
(.:7500): Gtk-WARNING **: Locale not supported by C library.
Using the fallback 'C' locale.

It works fine for me, please post the following outputs here:
locale
locale -a
My guess is that you don't have working locales on your system at all(as a result of a broken glibc update probably)

Your guess was correct. I had performed an FTP base Arch install on 03-19 and did not suspect glibc would be a culprit since the newest version was installed fresh and was not the result of a pacman upgrade. I edited the /etc/locale.gen and selected a language, then ran /usr/sbin/locale-gen. This fixed the bug that I reported as I no longer get those error messages.
