It has been reverted on 1.8.0 update[1], but in fact, mate-panel is still just an optional dependency, please move it to makedepends+opdepends again:
'mate-panel: Set brightness and inhibit power management from the panel'

mate-power-manager 1.8.1-2 has just been released to [community] and incorporates the changes you requested.
