Description:
If anything was changed in the KDE Date & Time settings, it will override /etc/localtime as a normal file instead of a symlink, which violates archlinux(7).

Additional info:
* package version(s)
kdebase-workspace 4.11.12-1 (also on older versions)

Steps to reproduce:
$ ls -la /etc/localtime
lrwxrwxrwx 1 root root 35 Sep 24 14:09 /etc/localtime -> ../usr/share/zoneinfo/Asia/Shanghai

After hitting "Apply" on the KDE System Settings window...

$ ls -la /etc/localtime
-rw-r--r-- 6 root root 388 Sep 5 00:59 /etc/localtime

FWIW this is fixed in Plasma5, changing the timezone correctly updates the symlink
