Description:
i installed xorg-xinit his depends from inetutils.
after installing inetutils telned start without my aprove!

Steps to reproduce:

systemctl disable telnet.socket
Removed symlink /etc/systemd/system/sockets.target.wants/telnet.socket.
pacman -Rndc inetutils
pacman -S inetutils
systemctl
system-telnet.slice loaded active active system-telnet.slice
telnet.socket loaded active listening Telnet Server Activation Socket

I installed arch 31 Aug. of this year.

Yep, then you definitely ran into that bug, it didn't get fixed in core until 2 Sept. You need to clear out most of /etc/systemd/system/. See https://bbs.archlinux.org/viewtopic.php?id=186244
