Reason for closing:  Fixed
Additional comments about closing:  This was an issue in the 1.30-4 package but not 1.30-5. It was caused by a quirk of mixing a 077 umask and devtools.

Huh? For some reason, these are not created on my system(s). Let me look into that.

Strange, I first installed chrony 1.30-4 on 3 different systems this morning (x86_64 and i686), and the user/group were NOT created on any. (first install, not upgrading from a pre 1.29.1-2.)
A remove and reinstall just now fixed it everywhere. pacman.log shows no errors and I did not notice any. Confused...
