Essentially, in systemd-214+ (including current Arch systemd-215-4), systemd-networkd sends DHCP requests requesting a broadcast response. These broadcast responses are filtered on a number of VPS hosts (including Linode) rendering DHCP non-functional. The issue has been fixed upstream with the following commit: http://cgit.freedesktop.org/systemd/systemd/commit/?id=f5de5b00204f041aaec828d336c8afd9e860a5c3

Applying this patch to the Arch linux package (or simply reverting 63a070415db09f5b) would be appreciated.

You'll need to backport this yourself. I'm not going to change an upstream config file for a pkgrel bump.
