DetailsWhy was it decided to set Baloo as a hard dependency ? According to https://bugs.kde.org/show_bug.cgi?id=334026 #2 this should be not necessary, therefore I request to set it as a optional dependency.

I don't think you read the report very well, it's optional at build time, not at run time. If Dolphin is built with Baloo support, Baloo becomes a hard dep.
