The PyQT documentation[1] states that the old build system is deprecated and that when compiling with configure-ng.py, the pyqtconfig module is not built. Unfortunately, there are packages that need pyqtconfig as part of their build systems. This stops calibre from being either rebuilt nor updated to the latest version.
