This is apparently pretty easy to do. All I had to use was
remove the user= field, and change
"WantedBy=multi-user.target" to "WantedBy=default.target".
Everything seems to be working.

Do any other distributions do this? (Bundle a .service file with
transmission-cli). I checked and don't see any .service file in
the upstream source. Consider checking the Transmission project's
bug tracker at
https://trac.transmissionbt.com/
to see if anybody has requested it upstream. If other
distributions don't bundle a service file, I would recommend
asking the Transmission team first and see how they respond.
